Licences · what a regulator's register says

Licences

Pending: a permission that has not started yet

94 records, about 2 per cent. The application has been granted or is in process and the licence has not commenced. A pending licence authorises nothing today.

It exists as a visible state because licensing is not instantaneous and the register is a live record rather than a periodic publication. A company preparing to launch appears here before it can lawfully take a bet.

What a launch looks like on the register A new account appears with pending records, domains are declared, and the statuses flip to Active on the commencement date. All of it is visible before anything is advertised.

It is not a rejection queue. A pending record is not evidence that anybody has doubts about the application; it is evidence that a date has not arrived.

Which is where it goes wrong. It reads as 'nearly licensed' and gets cited that way by operators who are not yet permitted to do the thing they are describing.

What to do with it. If a site is trading on a pending licence, the mismatch between the date on the register and the date on the advertising is the whole story.

Where these numbers come from Every figure on this page is counted from the Gambling Commission's public register, downloaded on 2026-09-01. The register is a snapshot and these counts are a snapshot of a snapshot: the four files are at https://www.gamblingcommission.gov.uk/public-register/businesses/download and anybody can recount them.
