Stoppage time got substantially longer
Enforcement changes pushed added time from around four minutes to eight or ten routinely. That is a meaningful extension of the window in which a late goal can arrive.
The change was deliberate — a response to time-wasting — and it added real playing time rather than merely displaying it differently. More minutes means more chances.
The referee decides the amount and there is no public formula, so the added time itself remains unpredictable game to game.
What follows from that is less comfortable. Any soccer intuition or dataset from before the enforcement change describes a shorter game than the one now being played.
What to do with it. Check whether your reference points for soccer totals predate the stoppage-time change, and lean over rather than under on close numbers late.

The prices counted here are DraftKings', as they stood when we last wrote each game up — one snapshot per game, near kick-off for almost all of them, and never a closing line. So this says what the published line did, not how it moved on the way there.
