Deposit limits, time-outs and self-exclusion: what each one actually does
These are three different tools with three different strengths. A deposit limit caps money in over a period. A time-out locks the account for a short stated period. Self-exclusion closes it for a long minimum term and, in many jurisdictions, registers it across operators. They are not increasing degrees of the same thing.
The distinguishing feature is how hard each is to reverse, and that is the entire design. Lowering a deposit limit takes effect immediately while raising it is delayed by a cooling-off period, because a limit that could be lifted in the moment would be no limit at all. A time-out cannot be lifted early. Self-exclusion cannot be lifted before its minimum term under any circumstances, which is what makes it different in kind rather than in length.
It does not mean these tools are only for people in trouble. A deposit limit is also just a budget, and setting one while nothing is wrong is when it is easiest to set at a sensible number.
The problem arrives next. Waiting until the tool is needed is what makes it hard to use, because the moment somebody most wants a limit is the moment the cooling-off period feels intolerable. The tool works precisely because of that delay, which is why it has to be set in advance.
What to do with it. Set a deposit limit now, at a number that would be uncomfortable to exceed, while the decision is cheap. If gambling has stopped being a choice, self-exclusion and the free national helplines exist and are not a lesser option.
