Why a withdrawal stalls
Identity verification is legally required and is usually triggered by the first withdrawal rather than the first deposit.
Anti-money-laundering rules require operators to know who their customers are, and the commercially convenient moment to ask is when money is leaving rather than when it is arriving.
The requirement is genuine and not an invention of the operator, though the timing of when it is enforced is entirely a commercial choice.
What follows from that is less comfortable. The delay always arrives at the least convenient moment, and it is presented as a security measure rather than as a deferred requirement.
What to do with it. Complete verification immediately after opening an account and before depositing, which removes the surprise entirely.
