A steam move and the total in the NFL
One fact does most of the work here. A number moving at several books within minutes, in the same direction, without news. That is one large opinion arriving, not a crowd.
The total is a bet on how much both teams score together, and in the NFL it behaves like this: Weather is the only input that genuinely moves an NFL total, and only wind — rain and cold move it far less than people expect.
The league's own contribution: The clock stops on incompletions and out of bounds, so a two-score deficit inside two minutes is recoverable in a way it is not in basketball.
Here is the catch. You are seeing the wake, not the boat. The price that made it worth doing is gone before the move finishes. And on this market in particular: Everybody's instinct is the under, because a low-scoring game feels more predictable than a high-scoring one. The market knows this, and prices it.
